Smyrna Town Clerk Valerie Heritage Receives 2021 DE Municipal Clerk of the Year Award

Town of Smyrna Clerk Valerie Heritage receives the 2021 Delaware Municipal Clerk of the Year award from Smyrna Town Manager Andrew Haines

Valerie L. Heritage, Town Clerk with the Town of Smyrna has been awarded the 2021 “Clerk of the Year” by the Delaware League of Local Governments (DLLG).

Smyrna’s Town Manager Andrew Haines (who was also named the 2021 Delaware Town Manager of the Year) nominated Heritage for the award. Municipal clerks can be described as jack-of-all-trades or Swiss army knives of local government—they do it all! In addition to serving in her ongoing role as Town Clerk, Heritage was promoted in 2021 to Assistant to the Manager.

Haines says, “Valerie has earned a strong reputation as honest, reliable, and strong asset for town governance. She leads the organization’s document management and archives, oversees contractor/contract management, and serves as the Freedom of Information Act (FOIA) Coordinator. She efficiently manages and oversees all these operations with a very strong eye for documentation and adherence to established Code and regulations. [During the pandemic shut-down], Valerie was able to maintain compliance with FOIA and open meeting standards throughout 2021 with town council, committees, and commissions all meeting over Zoom.” In addition, Valerie volunteered at six USDA Farmers to Families food distribution events to help with food insecurities during the COVID pandemic. She coordinated planning of the 2021 Smyrna at Night event.

The award was presented to Heritage at DLLG’s Annual Dinner and Awards Meeting in Dover on September 23. The meeting was sponsored by Whiteford, Taylor & Preston (WTP).
The annual award honors a municipal clerk whose accomplishments have made the most significant contribution to raising the professional status and image of the profession and improving Delaware municipal government.

Heritage, who has served as Smyrna’s Town Clerk for over a decade and been employed with the Town for 25 years, has earned the Certified Municipal Clerk (CMC) designation by the International Institute of Municipal Clerks. She serves as the Treasurer for the Delaware Municipal Clerks Association.
