Newark City Manager Tom Coleman Named 2022 Delaware Municipal Manager of the Year

Newark City Manager Tom Coleman was selected as the 2022 Delaware City Manager of the Year by the Delaware League of Local Governments (DLLG).Newark City Manager Tom Coleman was selected as the 2022 Delaware City Manager of the Year by the Delaware League of Local Governments (DLLG). DLLG President Vice-President Archie Campbell, Newark Mayor Stu Markham, and former Newark Mayor Jerry Clifton recognized Mr. Coleman at a ceremony Thursday night in Dover. The award is presented by the DLLG each year to acknowledge Delaware managers who have made exceptional contributions to their community and profession.

Tom was nominated for the award by Mayor Markham who stated: “City Manager Coleman has been instrumental in the creation and implementation of numerous projects that improve the quality of life of those that live in and visit Newark. His background in engineering and financial acumen have assisted the City in completing needed facility repairs while simultaneously supporting energy efficiency and green energy initiatives. Tom Coleman operates with an open-door policy and believes in transparency with employees, councilmembers, residents, and businesses. His ability to relate to those with whom he interacts makes him approachable and allows for easy relationship-building.”  

“DLLG’s Executive Committee considered several impressive nominees for the award. However, they were highly impressed with Tom’s exceptional leadership, financial management, creative methods to finance critical infrastructure progress, and his dedication to the city management profession,” said DLLG Executive Director Marcia Scott.  “Examples of Tom’s leadership and creative approaches to city services, cited within the nomination, include the City’s quick response to the COVID-19 public health emergency, “Main Street Alfresco” outdoor dining to keep restaurants open during the pandemic, and awards for both financial excellence and sustainability initiatives.”

Mr. Coleman joined the City of Newark as the Assistant Director of Water Resources in 2011 and promoted to Director in 2013. After four years, Tom was chosen as Acting City Manager and the position became permanent in 2019. Tom taught the Civil Engineering Senior design class at the University of Delaware for several years and was named the 2011 Young Engineer of the Year. Prior to joining the City of Newark, Tom worked for Karins and Associates. Tom holds a Bachelor of Science in Civil Engineering from the University of Delaware.
