Marcia S. Scott has been appointed and is honored to serve as the Executive Director of the Delaware League of Local Governments, effective July 1, 2021.

Ms. Scott has over 35 years of expertise in public administration, city management, public policy analysis, land use and transportation planning, economic development, and grants management. In her 17+ years of work with the Institute for Public Administration (IPA) at the University of Delaware (UD), she conducted applied research and managed a variety of high-profile projects. 

Career highlights at IPA include initiatives that support Delaware local leaders through:

  • Developing an online Delaware Complete Communities Planning Toolbox, which provides planning tools, community-design tools, and public-engagement strategies for local governments;
  • Writing a series of downloadable guides for Delaware local governments on topics such as complete streets, flood-ready communities, Transportation lmprovement Districts (TlDs), walkability and low-stress bikeability;
  • lnstructing IPA planning education courses for Delaware local government officials, the Certified Municipal Clerks (MCM) program, the Democracy Project, and college students.
  • Conducting applied research to support Delaware State Strategies for Policies and Spending, the State policy to coordinate land-use decision-making with Delaware’s provision of infrastructure and services;
  • Serving as UD’s liaison to the City Manager’s Association of Delaware; and
  • Starting a University of Delaware student chapter of ICMA, and serving as its chapter advisor to boost interest in careers in local government

Ms. Scott was formerly the Assistant City Manager of Newark, Del., and a Grants Administrator with the Borough of Downingtown, Pa. She earned a Master of City Management degree (MCM) from East Tennessee State University and a B.A. from Gettysburg College, Pa.
