The Bipartisan Infrastructure Law (BIL)

The Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL), was signed into law in November 2021. This legislation is responsive to the call from local leaders across the country to bring critically needed long- term investments for infrastructure to our communities.

New funding will be available to make transformative investments in transportation, high-speed internet, water, energy, and resilient infrastructure. A portion of funds will be made available to states through block grants, and the legislation also includes funds for a wide range of competitive grant programs. In all, there are more than 375 programs included in the BIL.

White House Resources

After the Bipartisan Infrastructure Law passed in November 2022, the White House and National League of Cities (NLC) have produced numerous resources to help city leaders understand key programs. On January 31, the White House released the all-in-one Bipartisan Infrastructure Law Guidebook for State, Local, Tribal, And Territorial Governments, And Other Partners. It provides information on what programs to apply for, who to contact, and how to get ready to rebuild.

Since the guidebook is 500 pages long, the White House has prepared a  Resources Fact Sheet that summarizes federal competitive funding opportunities that are listed in the ~500-page Guidebook.

The White House has also prepared a Fact Sheet: Competitive Infrastructure Funding Opportunities for Local Governments.  It provides information about 25 important competitive funding opportunities in BIL.
