The University of Delaware Institute of Public Administration is working to promote a plan for Complete
Communities in Delaware. This is a resource for all towns and cities, and is a demonstration of a valuable
online program. A Complete Community embraces smart growth principles. Tools in this program are designed
to engage and educate local leaders on strategies to plan for and manage growth, better design communities,
spur reinvestment in older neighborhoods, protect resources, understand links between land use and
